Tenant survey reveals lower overall satisfaction with social housing, report shows

This follows the council’s commitment to delivering 1,000 council homes by summer 2027.

A Rotherham Council tenant survey has revealed that social housing residents have lower satisfaction overall compared to previous years.

A recent report by the council has presented how content residents are with their social housing.

Tenant Satisfaction Measures (MSMs) are 22 performance measures collected by all social housing landlords with more than 1,000 properties.

10 of these are submitted to the Regulator for Social Housing by the council, and 12 are captured through a tenant survey.

3,334 tenants were surveyed by independent researcher Kwest Research Ltd, representing 16.5 per cent of the total tenant population in Rotherham.

The overall satisfaction for 2025/26 showed a 0.6 per cent decrease to 77.6 per cent.

This is 0.6 per cent higher than in 2024/25, and 5.8 per cent higher than the national average.

Satisfaction with home safety improved to 81.8 per cent, a slight decline from 77.4 per cent in 2024/25.

As repair-related measures continued to rise, satisfaction with overall repairs services reached 78.7 per cent.

However, the proportion of tenants who reported feeling listened to has dropped by 1.8 per cent to 69.7 per cent.

Tenants’ contentment with the council’s approach to managing anti-social behaviour lowered by 1.7 per cent to 61.6 per cent.

This downward trend is apparent year-on-year with 2024/25 approval being 63.3 per cent, down from 2023/24

TSMs for 2024/25 showed that satisfaction with how well communal areas are kept clean and maintained had the largest decline of 3.5 per cent through the tenant survey.

Following this, the council invested an extra £135,000 to caretaking services in 2025/26 to strengthen standards.

The satisfaction update since the funding showed that satisfaction with communal areas became the most improved measure year-on-year between 2024/25 and 2025/26, increasing by 4.8.
