£10,000 bill for man whose nuisance parking on residential street near Sheffield ended up in court

Action is being taken by officials over parking and waste

A businessman has landed a bill of over £10,000 over nuisance parking outside his home near Sheffield.

Ross Buckley, aged 37, of Woodnook Grove, Eckington, pleaded guilty to breaches of a Community Protection Notice served on him in May 2024, over “anti-social” parking near his home and “illegal waste activity” at Setcup Lane allotments, also in Eckington.

North East Derbyshire Council said in a statement that since 2023, it had received complaints about Mr Buckley’s parking and waste activity.

The council and Derbyshire Constabulary gathered evidence of nuisance parking at Woodnook Grove involving a significant number of waste collection vehicles owned by or insured to Mr Buckley.

It also also worked with the Environment Agency to investigate illegal waste activity at Setcup Lane allotments, which resulted in the site being closed for three months in November 2025.

But it said Mr Buckley failed to comply with a Community Protection Notice requiring him to stop the conduct, so it took enforcement action, prosecuting him for offences under the Anti-social Behaviour, Crime and Policing Act 2014.

The case was heard on July 2 at Derby Justice Centre.

Mr Buckley was fined £6,000 and ordered to pay Council costs of £3,446.88.

He was also made subject to a Criminal Behaviour Order lasting five years, with further costs awarded to the council of £847.85, bringing the total to £10,294.73.

The Order states Mr Buckley must not operate a waste collection business unless he is fully licensed and operating from authorised premises.

He is also banned from entering Setcup Lane allotments and is restricted to parking one commercial vehicle at Woodnook Grove.

North East Derbyshire District Council Cabinet Member for Environmental Services, Councillor Stephen Pickering said: “We will take action when individual’s breach Community Protection Notices which are there to protect our residents from persistent anti-social behaviour such as this.

“If anyone is experiencing similar, I would encourage them to report it to us or in the case of an emergency, contact police on 999.”
