In a statement with the plans, LS Design and Planning, on behalf of Mr Salih, said: “My client is trying to bring the charm back to this once admiral building.

“We are proposing a cafe and a shisha area. We believe we have a strong proposal which would thrive in this area due to its diverse local population.

“The proposal allows for the local community to socialise in a more customary traditional form.

“This demand comes from local and nearby residents. My client has seen a gap in the market for a local neighbourhood cafe and believes it will be prosperous.”

The proposed hours of opening are midday to 3am Monday to Friday and midday to 4am at weekends.

LS Design and Planning added Mr Salih was initially looking to start with two full-time staff and two part-time staff and hopes as business picks up to provide more jobs.

So far there are no public comments on the proposals.
