The teenage left winger is an England Under-19 international and is considered one of the brightest young prospects at the Etihad Stadium.
Millers manager Neil Redfearn has landed the 19-year-old on a youth loan believed to run until January and he comes straight into contention for tomorrow's home clash with Ipswich Town.
Celtic and Leeds United were keen on signing him during the last transfer window.
Barker, who trains with City's first team, is said to be lightning quick and has an eye for a goal.
He was voted City's Academy U-18 Players' Player of the Year in 2014 after scoring 13 times in 32 games.
