The ex-Rotherham United boss will bring current club Leeds United to Hillsborough today for what is sure to be a fiery derby clash.
But rather than fan the flames in the build-up, Evans was rather complimentary of Wednesday.
“I do think they can win promotion – I thought that at the start of the season,” he said. “The new owner said very clearly that his aim was to be in the Premier League within two years.
“Then you look what happens behind that. Everyone in football talks a good game and there are very few that deliver it.
“The one thing about the owner at Sheffield Wednesday is he has put his money where his mouth is and he’s spent some big money.
“From what I hear from agents, I don’t think they’ve finished spending either.”
Evans named current Owls Barry Bannan, Fernando Forestieri and Kieran Lee as players he has attempted to sign in the past.
And he said he is expecting a tough game in S6 this lunchtime.
He said: “They’ve got some terrific players and they’re well organised.
“They’re disciplined and they’re very deserving of where they are in the league.
“You see them securing a lot of these boys on three year deals so it looks to me like everyone at Sheffield Wednesday is highly delighted with what they’ve got.”
