Plans for a renewable energy park in Barnsley – which more than 400 people have objected to – are set to be given the go-ahead tomorrow.
The plans for land off Houghton Main Colliery Roundabout, on Park Spring Road, were previously rejected.
The plant would treat 150,000 tonnes of biomass a year for recycling.
Concerns have been raised the site is unsuitable, about pollutants, air quality and public health.
Planners recommend approval with conditions.
