The council is carrying out risk assessments and making sure that signs are in place and it will then carry out inductions for staff returning to work.
It is hoped order and collect will be available at as many libraries as possible across the city before the next phase, when they open for book browsing and computer access.
Coun Mary Lea, Cabinet member for culture, parks and leisure said: “Every library building is different and they all have to be assessed so that we know they are as safe as possible.

“We can’t wait until we have reopened all of our libraries to everyone. It’s been a very difficult time for so many people and the reassurance and welcome that a library brings is something we want to see re-established as soon as possible. We just need to make sure that all is in place for your safety.”
