New apartment block on leafy suburb street in Sheffield recommended for approval

Sheffield Council planning officers have recommended a bungalow be demolished and replaced with a four storey block of apartments, despite objections.

Northern Town Planning Ltd submitted plans to the council to build the block, made up of nine apartments with a bike store, car parking, communal garden and landscaping, at The White House, on Vicarage Lane, Dore.

Planning officers wrote in a report that the plans should be granted conditionally at a meeting of the planning and highways committee next week.

But some neighbours were unhappy about the proposals.

A total of 22 representations were made about the plans, 18 of which were objections - including from ward councillor Colin Ross and Dore Village Society - two were in support and one was neutral.

Concerns raised included that people felt it was out of keeping with the area and overbearing and that it would cause an increase in on-street parking.

The neutral commenter said: “We do not want to stand in the way of progress, and hope that the planning authority takes steps to ensure the new building is in keeping with the surrounding area.”

Supporters said it would help tackle a shortage of medium to large sized flats in the area.

In a summary, officers said: “The pursuit of sustainable development is the overriding aim of national planning policy, and this site is within the main urban area, with the proposal being at an appropriate density, and the provision of these eight extra units (over and above the existing dwelling) would be a helpful contribution to Sheffield's housing land supply.

“The overall design, scale and massing of the proposal is considered to be acceptable, and will not adversely impact on the surrounding street scene, or setting of the adjacent conservation area.

“The proposal will not impact on the amenity and living conditions of existing adjoining residents to an adverse level, with a good level of amenity afforded to future residents.

“As such it is considered that the proposal meets the relevant requirements... and it is recommended that planning permission is granted subject to relevant conditions.”

A decision is due to be made in a meeting on Tuesday, August 4 from 2pm.
