“Therefore, it is essential as many of Sheffield’s residents and businesses take part as possible.”

The policy aims to prevent crime, disorder or nuisance, protect public safety and keep children away from harm.

A draft policy is available for people to read and includes more detail on the council's aims and how licensing operates.

In the report, officers said: “The world of regulation has changed significantly in recent years, with a clear acknowledgement that the best results are achieved when regulators and businesses work together because ultimately both parties aim for the same outcome - safe and well managed premises, places and environments.

“Sheffield Council wants Sheffield to be a city with the attributes it needs to prosper and where the quality of life makes it somewhere people choose to live, work, study and do business.

“The licensing authority strives to achieve the right balance between developing and enabling businesses whilst regulating and applying sanctions to them.

“There are many organisations and people who have a stake in the leisure industry, including providers, customers, residents, law enforcers and the emergency services, all of whom have views and concerns that require consideration as part of the licensing function and promotion of the licensing objectives.

“The views of all our consultees will be considered and given proper weight when writing and, or reviewing the licensing policy.”

The updates guidelines will come into action in January 2021.

It will be used as a ‘clear and consistent’ basis for submitting and determining applications and to ensure the views of those affected by licensing proposals are taken into consideration.
