Janet Sharpe, director of housing at the council, said: “The report recommends increasing rents, as per national guidance and similarly with garage rents but all other recommendations are that budgets stay as they are, apart from community heating for which there is a small increase.”

Charges remaining the same include rents for temporary accommodation, the unit kWh price, sheltered housing charge, burglar alarm charge and furnished accommodation charge.

It comes as the council also proposes a total rise of 4.99 percent in council tax and adult social care precept.
