Jerry Cheung, of New Era Development (UK) Ltd, which owns the building, said: “It should be impossible to get on the roof – there is a locked steel gate.”

In most cases, rooftopping will involve trespassing, but the police have said this is a civil rather than a criminal matter.

Trespassing in some areas, such as on the railways, underground stations and Ministry of Defence land, is a criminal offence.
