It's a problem even the police and Sheffield Council are struggling to resolve.

Community support officers have been patrolling London Road and issuing £30 fines but they admit there's a hardcore of selfish drivers who just don't care.

Inspector Louise Kemp, of the Sheffield South West Neighbourhood Policing Team, said the police worked with the council and suggested red lines or bollards as a deterrent.

"We have some really good officers, one has a keen interest in parking and enforcement, and it is a constant problem for us down on London Road.

"We have been doing proactive patrols and we also go out on days with parking services from the council.

"We do get repeat offenders and we can keep issuing tickets all day long but it's not hitting hard enough because it's only a £30 fine.

"Maybe recovering their car would be a deterrent. If we had the resources, we would go out more but we would be doing this every single day."

Coun Bob Johnson, cabinet member for transport, said the council was due to hold a consultation about London Road later this month and parking would be part of that.

He added: "We have to be careful putting anything like bollards on pavements because it can be viewed as clutter and could affect disabled access."

The Department for Transport is consulting on three options to tackle pavement parking - a nationwide ban; making it easier for councils to prohibit it and giving councils the power to fine offenders.
