Ban holidays?
It will probably amaze Coun Harry Harpham (Time to move into the modern world) that factories don't close during school holidays and quite a few will only allow so many people off at one time. Also both parents now tend to work making it even more difficult to match up the holidays.
If schools are properly organised and have enough notice they'll be able to provide the course work needed for the children during the time off. Perhaps Mr Harpham thinks that families shouldn't have any holidays for 16 years or so while the children grow up.
