Mystery over writing on wall

I’m sure I can’t be the first person to peer over Heeley bridge and ponder the meaning of the writing on the wall at the side of the river Sheaf by the Bridge Inn.

It has certainly led to some lengthy analytical discussions, though a satisfactory conclusion eludes me.

Any ideas?
