A litter enforcement officer has been caught on camera launching a foul-mouthed tirade after mistakenly accusing a man of dropping a cigarette butt.

Joe Hooley, 57, had been accused of dropping the rubbish by enforcement officer Chris Buckle. He denied the offence and refused to pay the £75 fine and the case went to court.
However it was thrown out of Barnsley Magistrates Court on May 6 after Mr Hooley was given footage of the incident in preparation for his defence ahead of his proposed trial.
The footage shows Mr Buckle, employed by security firm Kingdom Ltd, attempting to shut off the camera before shouting abuse.
Mr Hooley was talking to a friend in the street when Mr Buckle and a woman approached him. Mr Buckle said that he had dropped a cigarette and he would be fined £75.
Mr Hooley then replied: ‘I’ve not been smoking, look you can’t see a cigarette on the floor’ causing Mr Buckle to swear at him.
