Is this legal?

A question. Does a private company have the right to erect a set of traffic lights on a public highway?

I ask as I was one of manycars stuck in a long traffic jam through Baslow on Sunday only to find this was a set of lights, not for roadworks, but to make it easier for traffic exiting Chatsworth Christmas fair. Is this legal?
