Yorkshire Water used the brick buildings, tucked away behind an obsolete electricity sub-station backing onto Parson Cross Park, to train workers.

But they are now disused, and the site off Buchanan Road has become overgrown and suffered at the hands of vandals.

Paul Richards has applied for permission to build six terraced houses, each with two parking spaces, on the land, where planning permission for four homes was granted only last summer.
