The figures were revealed when Coun Alison Teal asked Coun Mark Jones, cabinet member for streetscene, in full council members' questions.
It is a criminal offence to drop litter or throw it from a car and offenders could receive an instant £80 fine. They usually have 14 days to pay but could be charged up to £2,500 if not paid in time.
