In 20 of those areas, concern about the spread of Covid-19 is so great that intervention is deemed necessary, with local lockdowns still in force.
Other places are receiving ‘enhanced support’ to reduce the risk or have been classed as ‘areas of concern’, where infection rates are being particularly closely monitored.

Public Health England’s latest weekly surveillance report, published today, Friday, August 14, shows that Oldham had the highest rate of infection of any upper-tier local authority during the week ending August 9, with 102.7 confirmed cases per 100,000 population.
It was followed by Blackburn with Darwen (71.2), Leicester (64.2), Bradford (53.2) and Swindon (48.2).
In Sheffield, the weekly infection rate increased slightly, from 14.08 to 14.42, but it is not on the latest watchlist, despite having a higher infection rate than some of those places which do feature.
Sheffield’s weekly infection rate is the joint 29th highest in England, as is Rotherham, with Barnsley (12.6) 34th and Doncaster (4.2) 99th.
