The developer of Hallam Towers in Sheffield has borrowed £31.5m to finish the project.
Blenheim Land & Properties said it would enable them to build a 15-storey tower and 11 terraced houses on the former hotel site in Broomhill.
A concrete column and a crane can currently be seen on the plot.
