The Millers, now fourth in League Two, failed to take advantage of slip ups by their title rivals - with leaders Chesterfield losing at Burton on Friday night and third-place Wycombe beaten 1-0 at Bradford, thanks to Kevin Ellison’s debut goal.
Rotherham’s Nicky Law cancelled out Simon Heslop’s earlier opener but Steven MacLean earned Oxford victory from the penalty spot, after being hauled down by Callum Kennedy, who was sent off as a result.
Second place Shrewsbury piled on the pressure with a 1-0 win over Stevenage, which leaves Chesterfield just four points clear, but with two games in hand.
