Tranmere included former Owls striker Lowe and former Miller Liam Ridehalgh.
Rotherham had the better of the opening exchanges with Ben Pringle’s cross been headed wide by Nardiello and long range efforts from Rob Milsom, Craig Morgan and Kieran Agard all off target.
Pringle missed a chance after being set up by Agard but Rovers came closest to breaking the deadlock when Steve Jennings headed over Max Power’s cross.
Millers pressure was increasing and on the hour Agard struck home after good work by Pringle.
Six minutes from time Tranmere’s perseverance was rewarded when Joe Skarz brought down Abdulai Bell-Baggie and Lowe made no mistake from the penalty spot.
The visitors nearly snatched a last minute winner. First Lowe shot wide and then Bell-Baggie tumbled under a challenge by Collin but referee Tony Harrington was unmoved.
