SHEFFIELD council claims it’s winning the war on litter - but is a £75 fine enough to deter littering and dog fouling?

The number of people handed fixed penalty notices have more than tripled in a year and residents are being urged to ‘love where they live’.

But will it take mor than £75 fines?
