Nick Clegg and other ministers – including David Cameron and Eric Pickles – keep re-stating the mantra 'councils can make the necessary cuts without endangering frontline services'.
But Sheffield City Council has already agreed a number of cuts to frontline services and will announce many more in the next few weeks.
So, in making these cuts, does Nick Clegg think the council leader Paul Scriven and his Liberal Democrat colleagues are simply incompetent or just being perverse?
