The silver Volkswagen Polo appeared to crash into a bollard and multiple pedestrians in High Street, in Guildford, Surrey, at around 10.30am.
South East Coast Ambulance Service confirmed the girl, one, and a man in his 60s were airlifted to St George's Hospital, in Tooting, south London.
In total seven pedestrians were injured, including a two-year old boy and four further women, but paramedics believe the driver was unscathed.
