Crossing outside local park was blocked off

We came to the end of Endcliffe Park and attempted to cross the road to Whiteley Woods, only to find the natural place to cross blocked off.

As you can see from the photo, the highways department provided a crossing to improve the safety of the task.

But it is not complete because the beacons are not yet operating, so the task of crossing the road has been made even more precarious by blocking off the crossing presumably because they believe it isn’t yet safe to use!

The only item not yet complete, as far as we could see, were the beacons - surely both motorists and walkers could have continued to use their road sense as before, without the need to add extra hazards. The same happened recently on Archer Lane by the entrance to Millhouses Park. The crossing was blocked off for four to six weeks causing additional hazards in crossing the road.
