Can anybody come to Sheffield for refuge?

Homeless mum Kathleen Collins turns up in Sheffield with her three teenage sons and expects to be housed by Sheffield City Council.

Presumably, she is not in employment and none of her sons in education or training, however the family can afford a car.

She came to Sheffield from Tamworth after the family’s former home was allegedly burned down deliberately and sought refuge. Can anybody from the whole country or indeed Europe and the rest of the world come to Sheffield to seek refuge and have expectations to be automatically and immediately housed when there are 79,995 people on the Sheffield housing register?

How come that she and her boys are entitled to jump to the front of the register?

Surely she must have had a better chance of accommodation in Tamworth.
