Calls to shut pub over fire safety

FIRE service chiefs have called for a Sheffield pub to be shut down because its owners did not address safety concerns 18 months after the building first failed an inspection.

Problems were discovered at The Earl of Arundel and Surrey, on Queen's Road, Highfield, in September 2006, and owner Enterprise Inns was ordered to make the building safe.

But a subsequent inspection last July found "most matters were still outstanding" and "the premises had deteriorated even more" at a further visit in January.

The pub was then served with a notice banning use of the first floor and an enforcement notice for safety work to be carried out.

A document written on behalf of chief fire officer Mark Smitherman stated: "It is felt that it is a necessary and proportionate response to seek a review of the premises' licence with a view to its permanent revocation."

Enterprise Inns says it has now completed the work and is hopeful the fire service application will be rejected.

The case will be heard by Sheffield Council's licensing board today.

Concerns about The Earl include:

Failure to take general fire precautions, such not inspecting or maintaining alarms, detection equipment or extinguishers.

Fire escape routes and exits inadequately signed or lit and "could not be used as quickly and safely as possible" - with doors sticking or bolted.

Fire doors between the first floor function room and living accommodation "in need of maintenance", cellar ceiling has holes in it and is not fire resistant, the alarm system is inadequately maintained.

Ceiling drapes obscure emergency lighting, which is also inadequately maintained and defective in toilets and staircases.

A spokeswoman for Enterprise Inns said: "All matters have been resolved and all fire safety works have been completed."
