Insurance plan just can't work

Compulsory insurance for dog owners?

Here we go again, biting the law-abiding, responsible majority on the backside to make up for the idiot minority.

Plans are afoot to force all dog-owners to take out third-party insurance in case their pets attack anyone.

Why? Because the number of people being savaged by vicious animals is increasing.

Fact is, though, it's not my Bearded Collie, who can barely hold a rubber ball in his mouth so soft is his bite, who is causing the trouble. Or your ageing Lab, which can barely prise itself out of its basket at walkies time.

It's the dogs bought by lawless hard-cases wanting to look tough - the poor creatures never shown love or how to behave by their uncaring owners - which end up attacking people.

How can the Government police such a scheme? The cretins who don't deserve to have pets are the last people likely to obey rules.
