Why can't service stop this noise?

AFTER suffering months of constant anti-social behavior from my neighbour, I contacted the 101 service only to be told that they are unable to send anyone out because they have no powers to deal with someone playing loud music.
Neighbours who play loud music are supposed to be one of the reasons the 101 service was set up. Sheffield does not have any enviromental health officers to deal with this problem outside normal working hours.
So what use is the 101 service?

www.101.gov.uk quite clearly states that 101 is for offering action, advice and information for (amongst other things) noise nuisance.

Given that description of the purpose of the service if they can't take action, and that's their only advice and information I'd say the service isn't fit for purpose, wouldn't you?

for some reason the lowedges housing officers will attend anti social complains within 5 minute to witness the offence

but then !!!!!!!!!!

This number is for reporting none urgent crime etc. If you ring this number then you can guarantee that 4 police cars 12 officers a van and maybe a dog will attend. They will be certain to arrest someone. They will be on scene till they do.
