Thoughtless parking

I WAS driving a service 53 towards Low Edges and was just going through Woodseats when I came to the stop at the bottom of Cobnar Road to find a Resource Group van parked, fully blocking the extended kerb where the bus pulls up (he was cleaning the shelter).
At the stop were two blind persons, a gentleman with a white stick and a lady with a guide dog.

Surely the person cleaning the shelter should have parked elsewhere as he cannot possibly have failed to notice these persons .

I had to pull up short, near parked cars, and the blind people had to struggle to board the bus (without the aid of the raised kerb). Could he not have used common sense and moved his van to allow safe access to the bus for these people.

I hope someone can point me in the directions of an email link for the Resource Group.
