Filling in potholes appalling vandalism

WHY is appalling vandalism being committed by Sheffield City Council on Houndkirk Moor? There is a byway that runs for just over two miles from Fox House to Ringinglow. It is a classic and challenging route that thousands of people enjoy; four-wheel drive vehicles, off-road motor cycles, mountain bikers and walkers. Why then, has Sheffield council decided to spend money on smoothing it out and filling in all the holes?

For what group of people are these 'improvements' intended to serve? What consultation did Sheffield council undertake before embarking on this criminal waste of money?

Sheffield's roads are notorious for their potholes. So which person made the decision to waste money on Houndkirk Moor?
