Urban Splash, which is redeveloping the Park Hill estate, has applied for listed building consent to keep a neon sign recreating ‘iconic’ graffiti found at the complex.

The display recreates the words ‘I love You will u marry me’ and is displayed on a bridge between two blocks.

Urban Splash has used the slogan to help market the revamped flats and it has also been worn on a T-shirt by Arctic Monkeys singer Alex Turner.

Sheffield Council’s city centre, south and east planning board is to consider the proposal on Monday.

Numerous other alterations are proposed, including reducing the number of flats and adding a hotel and bars.

The changes have all been recommended for approval by councillors.

Modifications include reducing the number of flats in the first block, facing Park Square, from 321 to 263.

Urban Splash also wants to change the type of businesses which could locate in parts of the complex set aside for commercial development on the lower floors of the first block.

The council has already given consent for retail, office, food and drink and takeaways but Urban Splash now wants to also include ‘drinking establishments’.

The developer also wants to ‘reconfigure’ the streets in the sky to introduce windows from the flats on to the communal corridors to improve security, and revise plans to cut a hole in the frontage so it would just be an open double-height walkway.

And a 60-space temporary surface level car park is proposed next to Duke Street because a permanent multi-storey car park is not now set to be built until the later stages of the project.

No objections have been made to the plans.

A report to the planning board from council officials said: “The proposed development will preserve and enhance the special character of this significant Grade II* listed building.”

Knock Park Hill Flats down! They are rubbish, boring, cr*p, expenisive for a 1 or 2 bed flat, waste of space and money!
